Notice of Public Hearing - Digital Advertising Bylaw - 032-20

Section 606 of The Municipal Government Act (MGA) requires that proposed bylaws, resolutions, meetings, public hearings, or other items that impact the public, be advertised by a municipality. Previously, these items had to be advertised specifically in a newspaper or other publication circulating in the area.

However, as many community newspapers throughout the province and the nation have either been closing or moving their print editions to digital in recent years, the Municipal Government Act has been modernized to address that. The Act now states that a municipality can pass a bylaw that will allow for all municipally-required advertising to be published using electronic or digital means (in this case, that would mean the City website). 

Moving these types of advertising to the City website will ensure that the city is compliant with the Municipal Government Act, while reducing our costs, and offering more streamlined information to residents, while improving customer service to internal stakeholders.

The Digital Advertising Bylaw connects to Council’s Strategic Vision of providing an Amazing Quality of Life for Residents.

These proposed modernized advertising efforts will provide an additional high-quality service to residents, by improving the access to information and creating more opportunities to connect to the information they need to participate in public engagement.

Advertisement in the Chestermere Anchor (Nov. 24 & Dec. 1)

As per Section 606 of the Municipal Government Act, RSA 2000, C. M-26 and amendments thereto, the Council of the City of Chestermere is considering Bylaw 032-20. A public hearing will be held on TUESDAY, December 15, 2020 at 6 p.m. during the regular meeting of Council for the below proposed bylaw.

Digital Advertising Bylaw 032-20 will provide for any Required Municipal Advertising to be completed using Electronic Means. This Bylaw applies to all Required Municipal Advertising for the City of Chestermere including, but not limited to, proposed Bylaws, approved Development Permit Applications, Resolutions, Meetings, Public Hearings or other thing referred to in section 606 of the Act.

Public Hearings are scheduled during regular meetings of Council, (unless otherwise noted). Visit chestermere.ca/agendas where links to watch the live stream will be posted on the day of the meeting.

Members of the public who wish to provide verbal representation through live tele-conferencing during the Public Hearing or written feedback must fill out the form at chestermere.ca/feedback.

Written submissions may also be submitted by emailing publichearing@chestermere.ca with your name, address, phone number, which bylaw you are speaking to and whether you are in favour or opposed. Requests for verbal representation must be made by Tuesday, December 15, 2020 at 12 p.m. Otherwise, the City will accept written submissions until 4 p.m. on Tuesday, December 15, 2020.

When making a verbal representation, a member of staff will call you during the public hearing for you to make your representation to Council. Please be available by your phone in anticipation of this call. The Mayor will address you to speak once you are on the line. Individuals will have a maximum of five minutes to make their representation.
