Traditionally, the Committee of the Whole is held monthly with Council in attendance and structured much like a Council meeting. Members of the public are invited to address Councillors, and members receive updates on City administrative subjects. Unfortunately, Council cannot pass resolutions or vote on City business - the items presented are for informational purposes only. 

By transitioning Committee of the Whole meetings to regular Council sessions, Council has the opportunity to deal with matters effectively as they arise. They also can vote on resolutions immediately, instead of waiting for the next Council meeting. This shift also allows Council to meet more frequently than in the past so that the business of the City can be dealt with efficiently and effectively.
