[ARCHIVED] Notice of Public Hearing - Retirement Living Campus - BYLAWS 021-20, 022-20, 023-20, 024-20

The Public Hearing occurred at 6 p.m. on Sept. 29 during the regular Council Meeting

In response to Chestermere’s Seniors’ Housing Needs Assessment, which was conducted in 2018, a new land use designation has been proposed by Terradigm Development Consultants to allow for a range of housing types that would be restricted to those who have reached the age of 55 – The Retirement Living Campus District (RLC).

A proposal has also been made to redesignate 3.82 hectares (9.44 acres) of the Special Recreation District (SPR) within the Kinniburgh area to the Retirement Living Campus District (RLC).

In order to accommodate this use, four current City plans pertaining to the Special Recreation District (SPR) site in Kinniburgh will be required to be amended to accommodate a Retirement Living Campus.

The approval of this proposal would provide appropriate housing for Chestermere’s aging population.

Pursuant to the provisions of Section 692 of the Municipal Government Act, Chapter M-26 of the Revised Statutes of Alberta, 2000, and amendments thereto, the Council of the City of Chestermere is considering the proposed bylaws listed below.

A public hearing will be held on TUESDAY, SEPTEMBER 29, 2020 for the below listed proposed bylaws. Members of the public who wish to provide verbal representation live through tele-conferencing must fill out the form at chestermere.ca/feedback by 12 p.m. on September 29 to be registered. Written submissions may also be submitted at chestermere.ca/feedback or by emailing publichearing@chestermere.ca with your name, address, phone number, which bylaw you are speaking to and whether you are in favour or opposed.

When making a verbal representation, a member of staff will call you during the public hearing for you to make your representation to Council. Please be available by your phone in anticipation of this call. The Mayor will address you to speak once you are on the line. Individuals will have a maximum of five minutes to make their representation. Detailed instructions are available at chestermere.ca/agendas.

Bylaw 021-20 An amendment to the Municipal Development Plan (MDP). 

The purpose of this bylaw is to amend the MDP land use concept map from ‘Parks and Open Space’ to ‘Residential Neighbourhood’ to accommodate the proposed Retirement Living Campus district.

Bylaw 022-20 An amendment to the Southeast Chestermere Area Structure Plan (SECASP).

The purpose of this bylaw is to amend the SECASP land use concept map from ‘Open Space’ to ‘Residential’ in order to accommodate the proposed Retirement Living Campus.

Bylaw 023-20 An amendment to the Kinniburgh North Outline Plan (KNOP)

The purpose of this proposed amendment is to accommodate a Retirement Living Campus (RLC) district on 3.82 hectares (9.44 acres) of land which is currently designated as Special Recreation (SPR) within the Kinniburgh area.

SCHEDULE B


Bylaw 024-20 An amendment to Land Use Bylaw 022-20, as amended. In particular, the amendment of Part 10 Land Use Districts with the addition of the following land use district:

Retirement Living Campus (RLC) - The purpose of this district is to create an “aging in place” community with a variety of residential dwelling forms at a range of price points, with a high standard of design and appearance. Communities within this District will be developed under condominium structures where residency is generally restricted to those who have reached the age of 55.
